You may not be aware that XP automatically underclocks on the max battery setting when the power level reaches 30%. Using CPU-Z, it shows that the Bus speed reduces to 40MHz, reduces the core speed to 360MHz, about half the usual clock speed of 630MHz.
This only applies when the machine is running on battery power.
It starts to reduce core speed when the battery is at 40%.

At 20% battery life, CPU-Z shows that the bus speed is running at 32MHz, core speed at 290MHz!
