It's like a layered number pad on top of the other keys to save space. Although the temporary Fn does not work to enable it, if you press num lock or whatever it is, you can get a good calculator keyboard. Accidentally enabled it once, and was really frustrated for a bit...

Nope, the number keys on top work with NumLock, too.

My best guess, is that its just to help find the keys in the dark, the occasional key with more white paint will be noticeable in the dark, and give you a reference point from which to find other keys.
